Steven L. Arthur
Deputy Director for Administration and Finance
Mr. Arthur has served as the deputy director for administration and finance since June 1997. During his time with the agency he has served as an assistant director for administration, and as the administrator for the Tradesman Certification Program. Prior to his joining the agency in 1993 he held the position of Senior Buyer with the Department of Mental Health, Mental Retardation and Substance Abuse Services. Mr. Arthur retired from active duty with the United States Army in 1992, with the rank of Major. His twenty years of military service at installations around the world utilized his extensive training in logistics and contracting. Specific assignments included: commanding an aviation military intelligence company in Central America, serving as a theater area aviation maintenance office during the Gulf War, logistics officer for a unit having an annual budget of 50 million dollars and assets of over a billion dollars, and as a contracting officer for contracts valued at over thirty million dollars. Mr. Arthur maintains his commercial multiengine helicopter and airplane pilot´s licenses, and flew over three thousand hours of accident free flight in military helicopters and airplanes in the United States, Korea, Central America, and the Middle East. Mr. Arthur´s awards during his military service include: the Bronze Star, a host of commendation and distinguished service awards, and a variety of service ribbons. He was the distinguished graduate from the Transportation Officer´s Advance Course, a Master Aviator, and selected to participate in the Material Acquisition Management Corp.
Mr. Arthur earned a master´s degree in Management Science (Complex Logistic Systems) from American Technological University. His undergraduate degree is a bachelor of arts degree in Human Resources Administration. Mr. Arthur has attended several contracting courses, and is a certified Virginia Contracting Officer (VCO).
