Mark Courtney serves as Deputy Director for Licensing and Regulation. In this capacity, he leads the division responsible for supporting the agency´s regulatory boards and associated licensing programs.

A DPOR veteran since 1991, Mr. Courtney became the Executive Director for several boards in 1994, including the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA Board); Auctioneers Board; and Board for Branch Pilots. During his time at DPOR, Mr. Courtney has also worked with the Real Estate Board; Board for Professional Soil Scientists and Wetland Professionals; Board for Professional and Occupational Regulation; and the Board for Contractors. In his capacity with the APELSCIDLA Board, Mr. Courtney also served on several national committees with the National Council of Architectural Registration Boards.

Prior to joining DPOR, Mr. Courtney worked as an internal auditor at the University of Virginia, Virginia Department of Transportation, and Department of General Services.

Mr. Courtney earned his Bachelor of Science in Management Science, with a concentration in productions and operations management, from Virginia Polytechnic Institute and State University (Virginia Tech).
